Job Title: Monitoring, Evaluation and Learning Advisor, SUPIA 2

Location: Abuja
Reporting to: Project Manager, Scaling Up Public Investment in Agriculture (SUPIA 2) and Matrix report/managed by SUPIA 2 International Project Manager (IPM)

Job Purpose

  • The post holder will provide technical support and guidance in meeting the Monitoring, Evaluation, Research and Learning (MERL) requirements of the Scaling Up Public Investment in Agriculture (SUPIA 2) at all levels with 60% of time dedicated to SUPIA Nigeria and 40% to SUPIA at the Global Secretariat. The MEL Advisor will also provide leadership, guidance, and support to implementing partners on all M&E components of SUPIA 2.
  • S/he will develop strategy and expertise on the results framework, key milestones, and monitoring and evaluation plan for the project. The M&E Advisor with support from the ActionAid Nigeria’s Food and Agriculture Programme Manager, SUPIA International Project Manager, and ActionAid Nigeria’s Impact Assessment and Shared Learning Manager, will work to ensure that the project teamwork is in compliance with the project’s M&E frameworks and systems.
  • Scaling Up of Public Investment in Agriculture (SUPIA 2) Project is to promote and scale up public investments in agriculture on both political and budget commitment to drive inclusive, lasting agricultural transformation at all levels.

Specific Responsibilities

  • Work with the SUPIA Nigeria and ActionAid Global Secretariat (GS) project team to ensure M&E plan meets the project log frame indicators
  • Support and contribute to the development of innovative knowledge management systems and communication across SUPIA 2 project
  • Supports M&E operations throughout the life of SUPIA 2 project. Meeting regularly with the SUPIA 2 team, to troubleshoot problems, identify solutions and flag best practice
  • Actively promote and support shared learning at organisational and inter-organisational levels
  • Support Project Managers (Nigeria & GS) to produce reports in partnership with other members of the team
  • Support strengthening capacities for improving documentation, monitoring, and learning across SUPIA downstream partners at states level and international.
  • Support in the management and administration of AAN Management Information System and the GS Management Information System

Others:

  • Actively take part in the overall monitoring, impact assessment and shared learning procedure and strategy development of AAN & at the GS as required by the International Project Manager.
  • Assume any other responsibilities relevant to the position as assigned by the SUPIA 2 Nigeria Project Manager and International Project Manager.

  • Internal: Entire AAN staff, AA Tanzania SUPIA team and Global Secretariat.
  • External: Donor, Partners, Community, and other stakeholders.

Persons Specifications
Education/ Qualifications:

  • Essential: First Degree in Arts / Humanities or Social Sciences.
  • Desirable: Master’s degree in a relevant field

Experience:

  • At least five years’ experience in monitoring and evaluation
  • Experience in agriculture, advocacy, and gender monitoring, evaluation and learning
  • Excellent working knowledge of Data information systems as well as Excel, Word & Outlook (MS Office in general)
  • Excellent quantitative and qualitative monitoring and evaluation skills and familiarity with the range of approaches and methods currently being deployed in the development sector with focus on agriculture, advocacy and gender M&E
  • Experience in the use of SPSS tool
  • Experience in community-based work and use of various participatory M&E tools
  • Experience working with international development organisations.

Job Title: Consultancy: Baseline Assessment of the Local Rights Programme (LRP)

Summary

  • ActionAid Nigeria (AAN) is seeking to conduct a baseline assessment for its Local Rights Programme in four (4) states in Nigeria – Niger, Jigawa, Enugu and Taraba States.
  • The objective of the baseline assessment is to gather relevant baseline data on key program indicators and to analyse the communities’ knowledge, attitudes, and practices on local rights.

Job Title: Monitoring and Evaluation Officer SARVE III

Location: Abuja
Reporting to: Programme Coordinator, SARVE III

Job Purpose

  • The M&E Officer will provide supportive guidance to the management of the Systems and Structure Strengthening Approach against Radicalization to Violent Extremism (SARVE III) project for a successful monitoring, evaluation and learning of the programme.
  • This individual will also support M&E/Programme staff of the project sub-recipients and partners, ensure the strategic and functional integration of all M&E activities as well as active collaboration with the sub-recipient and other relevant authorities.
  • S/he will be responsible for all M&E activities of the project and ensure accurate reporting of results for programme activities.

Duties and Responsibilities

  • Actively participate in the development and review of all routinely generated field level reports, with emphasis on analyzing and describing programme results
  • Participate and contribute to programme planning and implementation, work plans and M&E plans
  • Provide inputs into trainings and workshops, particularly around measuring output & outcome level data
  • Facilitate trainings and workshops, particularly those focusing on developing the capacity of partner’s skills and abilities in monitoring and evaluation
  • Work closely with partners to establish their internal M&E systems, M&E plans and data quality management
  • Support the implementation of project’s M&E systems, including establishing and updating the project’s database
  • Support quarterly Programme and M&E review of SARVE III project and other projects within the Humanitarian unit of ActionAid Nigeria.
  • Prepare monthly internal reports, including analysis of data, and contribute towards regular donor reports
  • Compilation of SARVE III quarterly report from project states using donor approved template(s)
  • Update quarterly workplan and Result Framework (RF) of SARVE III project
  • Update Humanitarian projects data on AAN Management Information System
  • Implement a system designed to identify lessons learned and disseminate timely information
  • Collaborate with other programmes team to ensure staff know and understand their role in M&E
  • Other tasks as assigned by line manager.

  • Experience in monitoring and evaluation of conflict mitigation, preventing violent extremism and/or democracy and governance programmes, including working with development agencies and organizations, government officials, civil society leaders, community leaders, programme beneficiaries, and programme staff

Desirable:

  • Ability to use the District Health Information System (DHIS)/or any other database software

Skill Abilities:

  • Excellent interpersonal and communication skills with fluency in written and spoken English.
  • Excellent planning and prioritization skills
  • Excellent facilitation skills
  • Technical skills in analysing quantitative and qualitative data
  • Ability to use various statistical software programmes such as SPSS, STATA.
  • Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
