Introduction

  • At the community level, the project will support cocoa-growing communities in Ondo State, Nigeria to carry out child labor elimination activities through implementation of Community Action Plans determined by the communities themselves, as well as provision of education, livelihoods, or social protection services.
  • The National Project Officer will be responsible for managing the implementation of the project’s component for Nigeria.

Reporting Lines:

  • Under the overall responsibility of the Director of the ILO Country Office for Nigeria, Ghana, Liberia and Sierra Leone (CO-Abuja), the National Project Officer (NPO) will work under the direct supervision of the National Project Manager and receive technical guidance and support from the Fundamental Principles and Rights at Work Branch (FUNDAMENTALS).

Description of Duties

  • Assist in the programming and control of resources of the project, prepare activity expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities, making recommendations to the National Project Manager for remedial action where necessary
  • Provide timely, accurate and pertinent information on programme and budget matters for operational decision-making purposes through the strategic use of the results-based management. Use baselines, milestones and indicators to measure, analyze and report on performance. Monitor and verify accuracy of data.
  • Review and analyse Nigeria’s social and economic development plans and policies, legislation, socio-economic data, national development strategies, reports and other information relevant to the implementation of the project activities, with emphasis on the policies and regulations relevant to the fight against child labor, in particular the National Action Plan to eliminate child labor.   • Prepare periodic and ad-hoc progress notes on the status of the Project’s implementation and coordinate with concerned tripartite and other partners in the country, relevant UN agencies to ensure strong sustainability of the outputs.
  • Contribute to the development or adjustment of training material, particularly by providing
  • information and recommendations on the local context and challenges. Promote ILO principles and standards during this development.
  • Support organization of training programmes, seminars, workshops and meetings, and represent the project as delegated
  • Prepare terms of references for external collaborators, identify consultants for conducting certain project activities, prepare cost estimation and provide support for preparing contracts and provide guidance and assess their work.
  • Monitor the implementation and ensure the completion of contracts; identify difficulties and propose solutions based on reports and undertake field missions in relation to project implementation.

Required Qualifications
Education:

  • First level University Degree in Public Policy, International Development, Social Science, Anthropology, Education, Economics or a related field is preferred.

Experience:

  • At least two years of experience in child labor related projects, in Nigeria, including providing technical assistance to national constituents for policy implementation, strengthening the legal framework and enforcement mechanisms for combating child labor, developing and implementing Community Action Plans, and/or providing education, livelihood, and social protection services.
  • Experience in contributing to the implementation of project activities and project management and administration such as meeting deadlines, achieving targets, budgeting, and preparing required technical and financial reports.

Languages:

Description of Duties

  • Provide policy advice to the ECOWAS Commission, in particular the Social Affairs Division and Human Security Division of the Department of Social Affairs & Gender (DSAG), to expand ECOWAS’ actions to address child labor.
  • Plan, manage, coordinate, implement and monitor project activities aimed at supporting the ECOWAS commission in the implementation of the ECOWAS regional action plan on child labour and forced labour (under outcome 1) through timely provision of inputs and timely and efficient delivery of outputs
  • Provide technical expertise and advice to the project team and when required to the project stakeholders, including relevant government agencies and other key institutions.
  • Strengthen relationship to cooperate and coordinate with the host government officials and work with government stakeholders at the national and/or local level, including relevant ministries or government bodies.

Experience working with regional institutions in SubSaharan Africa, such as ECOWAS or the African Union

  • Assist the Project Manager and the project team in the implementation of the project by providing technical inputs, particularly in the areas of planning, monitoring and evaluation and knowledge management.
  • Lead the planning and implementation of the project participatory Comprehensive M&E Plan (CMEP)  including:
    • Formulate, jointly with the project team and stakeholders, the CMEP Document
    • Develop the  semi-annual technical progress reports and a final technical report for the submission to the donor and ILO (i.e., PARDEV).
    • Development and implementation of quantitative and qualitative baseline and endline outcome studies as requested.
  • Train the project team and stakeholders in the implementation of the CMEP as a management, learning and reporting tool.
  • Review on an on-going basis the quality of the data reported on indicators.
  • Track on project performance based on relevant indicators for reporting to ILO and the donor and to support the project management.
  • Implement the knowledge management strategy linked with the CMEP that includes:
    • Develop a methodology for evidence-based documentation of process and results of innovative models of intervention towards systemic change.
    • Developing modalities for regular exchanges of learning into  project workflows and activities, both amongst the project team (face-to-face and virtual meetings, discussions and webinars etc.) and between the project team and key stakeholders (face-to-face and virtual meetings and discussions, document management, etc.);
    • Identification, recording and dissemination of evidence-based lessons learned and good practices throughout the life of the project;
    • Mechanisms to enhance the knowledge management function on child labor in key stakeholders in the target countries and at regional level including aspect of governance, knowledge transfer, electronic accessibility and other aspects of a knowledge management strategy beyond the life of the project.
  • Support technically the implementation of the mid-term and  final evaluations of the project, including inputs in TORs, promote participation of stakeholders in the whole evaluation process,  and technical support during their implementation and ensure the dissemination of findings, lessons learned, good practices and recommendations.

Required Qualifications
Education:

  • The Communication and Public Information Assistant will be responsible for coordinating the project’s communication and visibility activities.

Reporting lines:

  • Under the overall responsibility of the Director of the ILO Country Office for Nigeria, Ghana, Liberia and Sierra Leone (CO-Abuja), the Communications and Public Information Assistant will work under the direct supervision of the National Project Manager and receive technical guidance and support from the Fundamental Principles and Rights at Work Branch (FUNDAMENTALS).

Description of Duties

  • Develop and implement a project communication strategy and a social media strategy, including development of content; curating of related content.
  • Coordinate and ensure consistent media messaging and uploading of content across various channels of public communication.
  • Take a lead on media engagement in the countries covered by the project, including organization of press conferences, and preparation of press kits and talking points. Liaise with media, handle interview requests and draft press releases and statements.
  • Develop creative communication, visibility and awareness raising materials to showcase project achievements and document lessons learnt, including compilation of a photo library, audio-visual content, drafting information materials such as human stories, fact sheets, presentations, project flyers, brochures, feature articles, and other relevant material and ensure the dissemination of material using relevant media platforms.

Required Qualifications
Education:

Description of Duties

  • Assist the Project Manager and the project team in the implementation of the project by providing technical inputs, particularly in the areas of planning, monitoring and evaluation and knowledge management.
  • Lead the planning and implementation of the project participatory Comprehensive M&E Plan (CMEP )  including: including:
    • Formulate, jointly with the project team and stakeholders, the CMEP Document
    • Develop the  semi-annual technical progress reports and a final technical report for the submission to the donor and ILO (i.e., PARDEV).
    • Development and implementation of quantitative and qualitative baseline and endline outcome studies as requested.
