Job Title: Senior Project Assistant (AVRR/Data & Policy)

Context

  • Working under the overall supervision of the Programme Manager MMU Lagos, under the direct supervision of the National Programme Officer (MMU/AVRR) and in close coordination with the Information Management Officer (MM/IM), the successful candidate will contribute to the implementation of the Projects within the Migration Management Unit, with special focus on strengthening the governance of migration and migration data management.

Core Functions / Responsibilities

  • Collect, analyze and provide the necessary information and assist in organizing and implementing all aspects of the project activities on strengthening policy and data frameworks in the country.
  • Assist in timely implementation and reporting on project activities according to IOM and donor formats as required, contribute to and/or prepare weekly progress updates on project activities.
  • Assist with in-house coordination among different sections of the project and proper documentation of project documents and filing.
  • Advice on developments on new trends and policies in the field of migration in the country for successful implementation of project activities.
  • Support the improvement of the capacity of the target groups in migration management and migration data information analysis and support the processing of civil registration forms and conduct of monitoring flow surveys.

  • Take the lead on surveys on Migration data supporting both the National Population Commission and National Bureau of Statistics involved in the management of Migration Data support in Nigeria
  • Support the IM Officer for developing and implementing the Information Management strategy of IOM Nigeria and operations of Flow Monitoring Points in targeted locations under the Initiatives.
  • Participate in developing and conducting flow monitoring assessments/surveys, community mapping etc. as well as to collect, collate, analyse, interpret the data and develop reports under the supervision of the IM Officer.
  • Track project expenditures, liaise with Admin and Finance Unit and prepare monthly funding requests for the project activities.
  • Support liaison with relevant governmental and non-governmental entities, international organizations as well as other relevant stakeholders where necessary for effective implementation of the activities of the project and represent IOM at coordination meetings with governments, NGOs, and other stakeholders where required.
  • Assist in the organization of seminars, conferences, workshops, meetings, presentations, and missions related to the project, undertake duty travel when necessary.
  • Support the development of tracking tools based on agreed indicators for tracking the implementation of pilot projects.
  • Provide administrative support for the development of new projects based on identified needs during project implementation.
  • Regularly coordinate with the MDAs in consultation with IM Unit to assist them in entering timely and accurate data into the National Migration database established under the EU-IOM joint initiatives.
  • Coordinate the implementation of objective 23 of the Global Compact for Migration to support its implementation using the Migration Data working group platform in Nigeria.

Required Qualifications and Experience

  • University Degree in from an accredited institution in International Relations, Social Science, Law, Humanitarian Affairs, or a related field from an accredited academic institution with 4 years of relevant experience or High School Diploma in the above fields with six years of relevant working experience.
  • Experience in Project Management, preferably in Migration Assistance, Labour Migration Capacity Building or related experience.
  • Project management experience required, preferably in migration data and/or information management.
  • Good knowledge of project development, administration and evaluation concepts and procedures.
  • Work experience related to migration data and especially government institutions capacity building programs desirable
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
  • Experience of supporting all aspects of project management and familiarity with international standards and EU regulations is advantageous
  • Preferably within the United Nations or within the international humanitarian field.
  • Fluency in English and working knowledge the local language.

Job Title: Project Support Consultant for IOM Nigeria DTM Programme

Core Functions / Responsibilities
Working under the overall supervision of the DTM Programme Coordinator based in Maiduguri; and the direct supervision of the Public Information Officer based in Abuja, the consultant will provide his/her technical support to a radio project under “Enhancing displacement and mobility needs tracking, inter-sectorial needs assessment and monitoring displaced populations in Borno, Adamawa, and Yobe (BAY) States”. In particular, the Consultant will:

  • Finalize the framework for action and roll out related to the project
  • Engage in project advocacy with MoI, IOM, HCWG and AAP CE WG prior to roll out
  • Engage with all actors in the initial roll-out and implementation of the project
  • Ensure monthly calls with partners to finalize monthly radio show agenda
  • Conduct monthly progress checks, and ensure status reports written include details on progress, funds spent and further actions.
  • Ensure broadcast of radio programs on state radio every two weeks covering key issues in humanitarian response and gathering feedback from affected people.
  • Ensure delivery of 20 one-hour episodes for state radio across the states of Borno, Adamawa and Yobe.

Required Qualifications and Experience

  • Master’s degree in Communications, Public Relations, Journalism and/or Community Engagement Methods or a related field from an Accredited Academic Institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Experience in supporting humanitarian response operations is required.
  • Experience in supporting the north-east Nigeria humanitarian response is desirable.
  • Knowledge of community engagement practices especially involving vulnerable and crisis-affected populations is required.

Job Title: National Public Health Officer

Context

  • Under the overall supervision of the Chief of Mission (COM) in Nigeria and the direct supervision of the Chief Migration Health Officer in Nigeria, and in close collaboration with the Programme Support Unit (PSU) and the Regional Migration Health Specialist, successful candidate will be responsible for technical support for public health intervention services concerning Migration Health Assessments (HAP) and other programmes implemented by the IOM Migration Health Division in Nigeria.

Core Functions / Responsibilities

  • Organize, and coordinate public health interventions in the HAP context. Such interventions may include surveillance for infectious diseases, outbreak preparedness and response, health education and promotion, public health services for host communities, liaison with public health institutions and other activities.
  • Support the mission to define the level and scope of public health responses in terms of overall and operational objectives. Contribute to the development of IOM Nigeria strategy for Public Health at the country level.
  • Facilitate the integration of health assessment activities into the overall migration-related programming of the Country Office through close collaboration with the various units at the Country Office level. Advise IOM colleagues on the link between the Health Assessment Programme with other teams such as Migrant Protection and Assistance (MPA), Labour Migration, Immigration and Border Management (IBM), Displacement Tracking Matrix (DTM), Water, Sanitation, and Hygiene (WASH),
  • Provide technical inputs to develop improved systems for regular monitoring and reporting on health project achievements, challenges, and strategic needs. In conjunction with the Migration Health Officer (MHO) / CMHO, assist in implementing and following up these systems.
  • Monitor and evaluate the quality of health care provided to IOM beneficiaries and bring to the supervisor issues with compliance to national and IOM global standards.
  • Conduct migration health assessment to fulfil the technical requirements of the resettlement countries. Conduct assessments of the health needs of migrants and mobile populations, including priority causes of ill-health; draft plans to address these for submission to the supervisor.
  • Identify and propose potential new projects on migration health that could/should be developed. Participate in their writing and development in consultation with the Chief Migration Health Officer.
  • Coordinate and facilitate the implementation of IOM’s Migration Health activities with the Ministry of Health and the UN Country Team partners, and work with relevant health authorities in identifying gaps and needs related to the health of migrants.
  • Support capacity strengthening of IOM and its partners to address the public health programming in a coordinated way and disseminate relevant guidelines and information materials. Develop training modules and materials, and act as trainer/ facilitator in IOM’s Migration Health training in close coordination with the CMHO.
  • Organize systematic collection, processing, and analyses of migration health data. Provide periodic as well as ad-hoc reporting to MHD for MH activities.

Required Qualifications and Experience
Education:

  • Master’s Degree in a Health-related field (such as Medicine, Health sciences, Public Health) from an accredited academic institution with two years of relevant professional experience; or
  • University Degree in a Health-related field (as Health Sciences, Public Health Administration) from an accredited academic institution with four years of relevant professional experience.
  • Licenses to practice in the relevant medical field in Nigeria.

Experience:

  • At least four years of professional experience in global public health and migration health-related issues, including in the context of Humanitarian context.

  • Organize the Medical Assistants Roster and assign various duties in the unit as well as actively participate in day-to-day scheduling and Data Processing.
  • Develop and keep up to date MHAC’s Standard Operating Procedures (SOP’s).

  • Oversee the completion of medical forms, DNA packages and other medical documents and ensure they are transmitted to relevant partners, either by electronic means or by courier services. Verify that correct contacts and physical address are used whenever documents are transmitted by courier services and ensure to inform the receiving party of the parcel tracking number electronically.
  • Updating MHD information on the country MHD Website.
  • Prepare and submit monthly statistics on Health Assessments performed by MHD.
  • Prepare correspondence to respond to queries in respect to relevant matters of the MHAC. File incoming/outgoing letters, reports, memoranda, emails faxes as well as IOM documents and forms related to IOM medical issues.
  • Prepare purchase request forms for procurement of equipment and working materials for MHD.
  • Data management follow-up including the creation of queries to retrieve information from the database and responding to various follow-up needs.
  • Participate in mobile health assessment missions in the Region to provide IT/Database support. 17. Provide Database/data processing support to the Region and other MHD locations as needs arise.

Job Description
