Job Title: Logistics Supervisor – Energy

Location: Maiduguri, Borno
Contract Period: One (1) year Fixed term

Main Duties and Responsibilities

  • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
  • Ensuring the check and follow-up of facilities under the line manager’s supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor’s instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
  • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
  • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
  • Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment.
  • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person’s task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities

MSF Section / Context Specific Accountabilities

  • In collaboration with Energy Manager, provide support and guidance to the contractors and field staff in order to ensure that all electrical and HVAC installations comply with MSF standards, protocols and procedures.
  • Supervising and monitoring on a day-to-day basis the implementation of his/her technical activity/activities in the project ensuring compliance to MSF standards, protocols and procedures. Including one or more of the following activities:
  • Construction: all electrical and scheduling aspects of the implementing the electricity installations in the building according to plan.
  • ICT: support the installation of the IT infrastructure in close collaboration with the ICT technicians.
  • Supervising and leading the energy work under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); ensure that electrical work is carried out in a safe manner; drawing up working schedule; organizing and leading meetings with contractors and participating in the staff training.
  • Managing the stock of consumable items related to electrical installation, repairs and maintenance, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage
  • Fully knowledge of electrical drawings.
  • Ensuring that all record sheets and books related to maintenance are always completed and prepares needed reports before and after any repair or required maintenance.
  • Ensure a smooth collaboration with the other technical families and a timely intervention to the buildings.
  • Ensure electrical safety; whenever possible, always disconnect the lines before work starts, ensure that other people are not exposed to unprotected electrical installations, inform manager of any issue related to the electrical safety.
  • Managing and organizing the materials and tools needed for his/her activity/activities which includes inventory of stocks, receipt and processing of orders, keeping records of received goods and checking the monthly consumptions of consumable items
  • Planning together with the line manager, the required checks and maintenance activities of the set-up / systems of his technical activity / activities.
  • Participating in monthly reports according to guidelines and implementing reporting practices and protocols
  • Performing delegated tasks according to his/her specialty and as specified in his/her job description

Qualifications
Education:

  • Essential: Electrician diploma or recognized formal training. Desirable Engineering or construction diploma/education.

Experience:

  • Previous working experience as an electrician required (minimum 2 years’ experience). Experience in a similar position for 2 years (Preferable: Previous working experience working with MSF or other NGOs

Main Purpose

  • Provide psychological support to patients according to MSF principles, standards and procedures in order to improve patients’ mental health.

Job Description

  • Carry out evaluation of mental health needs of patients and establishing a diagnosis and a plan of treatment.
  • Inform patients and their relatives about possible consequences of an illness and the drug treatment to follow
  • Refer patients to other health professionals whenever necessary in order to provide the most appropriate treatment and improve the patient’s condition
  • Assist and train staff members and resourceful people whenever necessary in order to enhance the scope of MH activities.
  • Work in close collaboration with translators in order to ensure appropriate terminology and behavior during sessions
  • Collect statistical and monitoring data about mental health activities
  • Notify the supervisor and the medical team about any issues or problems that may arise related to patients’ treatment in order to provide the best possible solution from a medical perspective
  • Ensure that all patient information is kept confidential.
  • Implement Sexual Gender Based Violence (SGBV) protocol, identifying possible victims of SGBV and referring them to the medical team so that they receive the necessary treatment.
  • Provide psychological support and psychotherapy sessions (individual, family, group) to patients according to MSF protocols in order to improve their mental health conditions.

Job Title: Environmental Health Supervisor – Construction

Location: Abuja (FCT)

Main Purpose

  • Supporting the Water, Hygiene and Sanitation (Watsan) Construction Manager in the implementation and supervision of Watsan construction activities, including tools and materials employed according to MSF standards and protocols, in order to establish Watsan infrastructure that will improve health and living conditions of the target population

Main Duties and Responsibilities

  • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, quality control of material and work done.

Job Description
Scope of responsibilities and accountabilities:

  • Provide obstetrical care to pregnant women and their babies, doing follow up before, during and after delivery, according to MSF obstetrical and reproductive health protocols, universal hygienic and newborn caring standards and under supervision of a specialist doctor, in order to ensure their health conditions and avoid post-delivery complications.
  • Ensuring the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardised protocols.
  • Where PMTCT is implemented, ensuring implementation of the PMTCT protocol in the ANC / delivery and PNC consultations (pre counselling, test and post counselling
  • Collaborating with the medical doctor and /or nurse in the management of Sexual Violence cases
  • Assessing the feasibility for referral of pregnant women form the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries.
  • Ensuring hygiene and sterilization criteria (including universal precautions) are met according to MSF specifications.

  • Supervises the use of drugs, facilities and obstetric material, in order to ensure, in accordance with number of patients and prescriptions, a rational use as well as pharmacy stock levels are permanently updated, kept under appropriate conditions and above minimum safety point. 1 BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and new-born care including neonatal resuscitation. 2 CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparatomy), safe blood transfusion and care to sick and low birth weight new-borns

Requirements
Educational Qualification:

  • Essential Midwifery qualification or specialization. Desired Bachelor in Midwifery

Experience:

  • Essential working experience of at least two years in midwife activities related jobs. For NGO experience is desirable.

Job Description

  • Perform autonomously and ensuring, all necessary complex / advanced maintenance and repair of MSF vehicles and mechanical equipment to ensure they are in perfect condition for their use.
  • Perform maintenance according to the instructions in the logbook, ensuring all type of services to all vehicles are done on time (i.e. mini A, medium B and full C, and special services referred in logbook when possible).
  • Test all vehicles after each service is concluded and before it is handed back to its driver
  • Assist in the briefing or training of drivers regarding vehicle services and maintenance
  • Manage the stock of consumable items, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage
  • Responsible for the equipment and tools, including extinguishers, checking they are correctly and safely used, maintaining and renewing them when necessary and keeping the inventory updated.

  • Prepare needed reports before and after any repair or required maintenance
  • Keep record of vehicle’s driver remarks, and carrying out repairs if needed (vehicles and other mechanical equipment) and filling in service, repair or vehicle log book. Reporting to the line manager any problem related to MSF vehicles
  • In the case of a breakdown, make a diagnosis, informing the line manager and after approval carrying out any complex / advanced repairs needed.

  • Implement and supervise all the protocols and hygiene procedures to ensure optimum quality of care and service in his/her domain of intervention.

  • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, referral notes, etc.), information and data collection (patient files, forms, statistics, punto info, food for patients, line lists etc. Provide feedback/ reports to medical focal point.

Scope of Responsibilities and Accountabilities

  • Execute administrative tasks and do follow up of project accountancy, according to administration manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources
  • Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
  • Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
  • Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
  • Process the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
  • Make all administrative information available to the staff (posting, meetings, etc.)
  • Classify and prepare all accounting pieces as requested by the Administration Manager.
  • File the accounting documents and enter the accounting pieces in the accounting software, with the support from the Administration Manager and/or the Accounting Manager (ACMA).
  • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
  • Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
  • Update Social security & Tax office employee files in order to meet legal requirements and duties.
  • Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.

  • Follow up all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
