Mobile Foundation for Health Security and Rehabilitation Nigeria (MHSR) is a YOUTH -led initiative that focuses on Mobile Health Services, Sexual Health Education, Mobile HIV /STI Screening, Human Right and Advocacy, Capacity Building, Mental Health, Research and Documentation, Establishment of support groups and rehabilitation of Key Population through housing initiative for community that are most at risk to infection and diseases especially the Adolescents.

MHSR is a nonprofit, nongovernmental organization dedicated to giving mobile health services, doing research, training and advocacy for vulnerable groups especially Key Populations to improve their health and build their capacity for a better standard of living. MHSR was founded on March 1st 2014 and aims to reach Key Populations with quality HIV holistic services through collaborations with partners.

Job Title: HIV Testing Services (HTS) Counselor / Tester

Location: Yaba, Lagos
Employment Type: Contract

Job Description

  • We are seeking to recruit HTS Counselor Testers who will be responsible for providing HIV Testing Services to patients and clients seeking services at the community and OSS using provider-initiated testing and counselling (PITC), voluntary counselling and testing (VCT), Safe and Ethical Index Testing, HIV Self Testing, and other novel HTS approaches.
  • They will be responsible for working closely with other service providers to ensure that the quality of HTS services is sustained as defined by the HTS National standards.
  • The HTS Counselor Testers will also be responsible in providing the holistic Prevention Package interventions such as Pre- Exposure Prophylaxis (PrEP), Condoms, Lubricants, STI/ TB Screening and referral for further syndromic management, Behavioral Interventions, Post- Exposure Prophylaxis (PEP), Accompanied referral for all identified GBV cases and other linkage services through HIV Testing Services (HTS).

Specific Roles and Responsibilities

  • Create awareness and provide education about the existence of HIV testing services
  • Support in the identification of New Key Population Hotspot
  • Lead in the mobilization of clients for HTS
  • Provide pre/post-test HIV counselling ensuring that clients understand risk factors, prevention methods and other relevant issues
  • Screen all Key Population for STI, TB and refer for further management.
  • Provide confidential HIV testing to clients, as per national HTS guidelines
  • Provide on-going counselling and make relevant referrals for on-going support
  • Always ensure quality of HTS services
  • Document and maintain accurate HTS records including referrals and report on referral outcomes
  • Compile and submit HTS reports on a daily, weekly, monthly and quarterly basis to the supervisor
  • Timely requests for all the necessary consumables for undertaking HTS activities
  • Ensure HTS optimization in the community and 100% linkage to ART Services
  • 100% offer rate of safe and ethical index testing Services
  • Provide Information Education Communication services to Key Population
  • Perform any other duties as directed by the supervisor.

Qualification and Skills

  • A Minimum of College School Degree (WAEC, NECO), BSc in any relevant Health related or Social Sciences field with a minimum of 2 years’ relevant experience in implementing targeted community HIV Testing Services for Key Population.
  • Previous or current experince with Key Population programming
  • Certificate in HTS accredited by SACA, NASCP, or NACA.
  • Conducted and Passed Proficiency Tests
  • Demonstrated ability to work within a team environment
  • Excellent written, listening and oral communications skills
  • Demonstrated ability to prioritize tasks and work well under pressure
  • Excellent use of android application and computer literacy, particularly in the use of MS Office
  • Proficiency in both written and spoken English and other Nigerian languages
  • Ability to conceptualize and understand program needs.

Job Title: Peer Navigator

Job Specific Information

  • Peer Navigators will be responsible for educating clients on medication and treatment adherence by providing training, health resources, and mentorship.
  • The role of the peer navigator is to act as a bridge between care providers and clients who require assistance in accessing medical, social and mental health-related services.

Specific Roles and Responsibilities

  • Be responsible for a delivering individualized, client centered peer support in high HIV caseload clinics and community settings.
  • Maintain strict client confidentiality and privacy.
  • Work with clients to support their health and wellbeing, taking a peer-to-peer approach. This may include attending appointments as requested.
  • Identify and respond appropriately in crises.
  • Encourage client engagement with social and support services, providing referrals as appropriate.
  • Provide accurate advice to clients relating to contemporary HIV treatment and the role of treatment as prevention in the context of treatment, care and support of PLHIV.
  • Promote and facilitate group workshops.
  • Exercise a high level of interpersonal skills and professionalism in dealing with clients, Living Positive MHSR staff and other team members.
  • Provide reports on program activities and participate in monitoring and evaluation of the Peer Navigator Program, including recommendations.
  • Participate in and actively contribute to service planning activities as requested by supervisors.

Job Title: Care & Support Officer

Job Specific Information

  • Mobile Foundation for Health Security & Rehabilitation (MHSR) are seeking to recruit a Care and Support Officer: HIV Treatment Support Services Unit will be responsible for working closely with the Case managers, Monitoring & Evaluation Officer, OSS focal persons and other MHSR technical team to achieve the strategic objectives of the program – focusing primarily on HIV prevention, Care & Support.
  • S/he will provide technical and programmatic support primarily in the areas of HIV prevention, Community based HIV Care & Support for Key Population affected by HIV.
  • The Prevention, Care & Support officer s/he will be responsible for implementing strategies designed to strengthen the linkages between the community-based care & support activities and health facilities providing HIV care and treatment towards ensuring a continuum of care.
  • S/he will also support the strengthening of the capacity of implementing Case managers in the area of HIV prevention awareness creation, community mobilization for HIV counselling and testing, improving referral and counter-referral systems between communities and OSS.
  • Also, s/he will support the implementation of evidence-based interventions aimed at addressing HIV risk behavior. The Officer will also provide technical support and expertise, coordination and supervision of all HIV Care and Treatment and other activities at community and OSS level within the assigned KPCARE1 project area in compliance with national and donor guidelines and policies.

Specific Roles and Responsibilities

  • S/he is to provide technical support in the Implementation of technical program activities for community-based HIV Care and Support on KPCARE 1 Project.
  • Under the direction of the Program Manager, collaborate closely with the MHSR team to roll out and implement an integrated and holistic community-based response to HIV /AIDs towards scaling up access to HIV prevention and care services for Key Population
  • Support the technical team on the development of strategies, design and implementation of HIV Prevention / Care & Support activities by KPCARE 1 project; ensure activities improve access to HIV prevention and care services.
  • Direct Peer Navigators towards overall technical quality – including adherence to technical standards, best practices and donor guidelines for all HIV Prevention Care & Support activities of the project.
  • Provide technical support for Quality Improvement/Quality Assurance interventions at community and OSS.
  • Provide technical support for weekly, monthly, quarterly, semi-annual and annual project performance reviews, assessing progress of the KPCARE 1 Project.
  • Support strategies towards ensuring that project activities are built on strong behavior change principles, and build the capacity of Peer Navigators and relevant staff in effective implementation and monitoring.
  • Work with Heartland Alliance LTD/GTE Treatment partners and coordinate bidirectional patient referral from facility to community and vice versa.
  • Obtains patient line list regularly and ensure data synergy with the treatment partners along all custom indicators.
  • Lead the process of monitoring of quality HIV care at the household and ensure drug adherence and viral load suppression
  • Lead the process on patient follow up for Drug – up and Viral Load sample collection at the community and facility to ensure overall achievement along the 95 95 95 epidemic control cascade.
  • Work closely with the SMOH, SACA and HIV TWGs in Lagos – State in identifying and capitalizing on leverage points for improved linkages and referral coordination at the community level and for Integration of HIV Prevention Care & Support elements for Key Population activities.
  • Lead the process in ensuring all Peer Navigators ensure prompt enrollment and referral of all newly identified HIV cases
  • Other assigned roles by Supervisor.

Qualification and Skills

  • B.Sc in relevant Health related or Social Sciences field with a minimum of 4 years’ relevant experience in implementing HIV Prevention, Care and Support programs plus a technical experience with community level HIV prevention, Care & Support programs.
  • Demonstrated ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles
  • Experience in supporting HIV Testing and Counselling programs in health facilities, mobile units and community outreaches.
  • Good knowledge of Government of Nigeria HIV Care and Treatment guidelines (Pediatric & Adult) and experience working with Ministry of Health and other relevant entitles.
  • Familiarity with USAIDS programming and principles.
  • Excellent English oral and written communication skills required.
  • Excellent analytic, organizational and computer skills; skilled In MS Office including Word, Excel, Outlook and PowerPoint.

Language:

  • Excellent English language oral and written communication skills
  • Fluency in English required, with fluency of the local languages (Pidgin, Yoruba, Igbo, Hausa)
