Job Title: Supply Chain Assistant

Child Safeguarding

Role Purpose:

  • The Supply Chain Assistant is responsible for supporting the management of vehicle fleet, assets and warehouse, communications and procurement to ensure effective, transparent and accountable Supply Chain support to the Save the Children Programs in Katsina.
  • Liaison with program teams to ensure adequate Supply Chain consideration for coordination and planning of program implementation. Providing technical support and guidance to program teams on Supply Chain elements of procurement and distribution planning.

Key Areas of Accountabilities
Procurement and Supply:

  • Manage procurement requirements of the Field Office; implement procurement as per approved guidelines, procedures and forms (Purchase Requests, Quotes, Purchase Orders, Goods Received Notes, etc.); support the state team lead to execute procurement actions in line with SCI protocols and procedures, filling all relevant document (PR, quotes, CBA, PO etc.).
  • Check the availability and prices of requested items in the local market; liaise with capital office if procurement must be conducted there
  • Prepare a weekly summary of all outstanding purchase requisitions, showing the current status of the items and the date which they are expected to be supplied to the projects
  • Prepare monthly summary reports on the procurement and Supply Chain support functions, identifying problems in operations and solutions proposed
  • Monitor procurement and Supply Chain support costs in liaison with the Field Accountant to ensure that expenditures remain within approved budgets
  • Ensure the office is well stocked with necessary supplies stationeries and other consumables
  • All arrangements for meetings and conferences as required ensuring these are delivered to a high Oversee quality and cost effectively
  • Assist staff on creating clear and understandable procurement documentation e.g. PR
  • Communicate with suppliers in order to get quotes, specifications and quality information as assigned by State Team Lead
  • Provide regular updates to programme teams on progress
  • Support supplier evaluation and Procurement Committees as required
  • Ensure items procured match programmatic requests, and are of good quality, reliable and value for money
  • Receive invoices from suppliers, checking if they are correct and complete, and forward payment requests together with all necessary supporting documentation to finance, monitoring the process to ensure payment is made on time to the supplier.
  • Respond flexibly to changing program needs, reprioritising tasks in a logical, sensible way and in coordination/ consultation with the Team Lead and CO procurement team.
  • Regularly update the Procurement Tracker, supplier’s database and other Procurement reports if required, in collaboration with co-workers.
  • Communicate and exchange information effectively with colleagues and other team especially for supplier has changed contacts, product detail specifications, payment terms & conditions, delivery due date and payments.
  • Assist the CO Procurement Coordinator Sourcing with the evaluation, modification, renewal and establishment of Framework Agreements (FWA).
  • Support the Procurement Coordinators to prepare the status/management information reports.
  • Work closely with other procurement/supply chain team members and give necessary support when needed
  • Ensure that at all times Save the Children procurement policy and procedures are implemented and adhered to and are within compliance to donor regulations
  • Responsible for ensuring Supplier Enablement activities are carried out so that as many suppliers as possible transact with SCI through the Ariba Network.
  • Responsible for Vendor Management activities if this is not carried out by Procurement Coordinators (Sourcing).
  • Provide ProSave support and Procurement advice for requestors.
  • Other duties assigned by the Supervisor as and when required.

Warehousing Management:

  • Acknowledge reception of items in good order and condition
  • Count and record the quantity on appropriate documentation
  • Cross-check quantities and quality in accordance with delivery documents and planned reception
  • Supervise loading and offloading of delivery and distribution trucks
  • Ensure proper storage of commodities in shelves or pallets not to exceed maximum stack heights
  • Ensure organization of the items by type, shipment, FEFO & FIFO.
  • Keep clean the store and secure stocks
  • Ensure pest control is in place and monitored on a daily basis
  • Separate infested stocks from good stock
  • Daily management of the store for cleaning or stocking

Transport & Fleet:

  • Ensure that SCI and Hired vehicles are checked on a daily basis, and that regular service and maintenance is carried out as per agreed schedule
  • Responsible for tracking of all vehicles on the fleet, including movement planning and day-to-day allocation
  • Ensure vehicles have current and lawful documentation.
  • Manage service agreements related to vehicle maintenance and fuelling. Monitor fuel consumption and submit monthly reports
  • Receive travel requests, and maintain trip schedules and Staff Movement Board.
  • Coordinate with incoming and outgoing travelers on pick up an drop times ensuring drivers are briefed of movement plans
  • Ensure accommodation is arranged for travelers. Ensure best value for money and that travelers are clearly informed well in advance

Asset Management:

  • Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
  • Oversee the issuance and return of assets to/from staff
  • Ensure good condition of assets, and maintain asset condition reports.
  • Ensure leased properties are in good habitable conditions.  Overseeing repairs on these houses, liaising with the caretaker and landlord where necessary.
  • Establish and maintain a list of contact details for preferred service providers including carpenters, electricians, plumbers, generator servicers and builders and make this list available to staff.
  • Report any defective communication equipment or service and check on running costs with Finance to ensure no misuse occurs.
  • Ensure the data network (internet) is operational and cost effective. Report any defective IT or office equipment to the Field Team Lead or Abuja IT Department.

Communication and Security:

  • Ensure adherence to communication protocol at field level.
  • Ensure that all communication systems in Field Office are maintained and staff trained in their proper and effective use
  • Report all security incidents in writing in a timely manner
  • Ensure that all equipment and supplies in Field Office are maintained in a safe and secure manner

Administration & Reports:

  • Maintain all Supply Chain files in an organized, accurate and up to date manner; develop shared electronic & manual files to ensure easy access to information.
  • Line manage, coordinate, monitor and guide the work of the drivers any other Supply Chain support staff by managing performance on an on-going basis
  • Produce weekly procurement tracker and send to SCI Abuja head office

Role Purpose

  • The position holder will sit in Katsina state and support the three project’s implementing states i.e. Katsina, Adamawa, and Borno states, therefore, the role involves frequent traveling.
  • He/she will coordinate the MEAL activities for an Integrated Health and Nutrition project with multiple locations (Katsina, Adamawa and Borno states).
  • He/she ensures continuous documentation of lessons learnt for project adaptation.
  • This project is gender-transformative with focus on adolescent nutrition, sexual reproductive health, education, and protection programmes in an integrated manner.
  • The MEAL Coordinator will coordinate MEAL activities for the response, design, and implementation of monitoring and evaluation activities for the SCI projects, especially the Integrated Health and Nutrition project in Katsina, Borno, and Adamawa state.
  • He/she contributes to strengthening monitoring and evaluation systems, monthly review and analyze data and provide feedback to programme manager and prepare the M&E Project reports to the donors as at when due.
  • She/he will provide a framework through which these measurements (M&E data) are fed back to those involved in the running of the various component of the development program and ensure that the information can support and guide the decisions of the management team to improve the quality and impact the program operations.

Key Areas of Accountabilities
Key Responsibilities for M&E:

  • Work in close collaboration with the Programme Manager, MEAL Manager, Head of MEAL, and all project managers to develop an overall M&E framework for the development/humanitarian program
  • Provide MEAL technical assistance to program teams and inputs into the design stages of program proposals, budgets, log frames, indicators, and measurement methodologies, plans, and tools.
  • Provide technical and methodological support to programs for the implementation of monitoring and evaluation activities, data management (development of questionnaires for surveys, sampling, input method, extraction of useful data and interpretation), and integration of cross-functional issues.
  • Ensure continued generation of accurate information about beneficiary reach, as per regional requirements.
  • Develop the capabilities of program teams in the areas of collection and analysis of data (method, formats, software, etc.), indicator measurement, feedback and complaint mechanisms, negative impact analysis, etc.
  • Develop indicator reference sheets, including a list of operational definitions of what is being counted for each indicator, and develop appropriate data collection tools for the development/humanitarian Response Program programmatic indicators.
  • Ensure the consistency of tools and indicators across all offices, sectors, and programs as appropriate, maintaining a bank of key program indicators.
  • Ensure that MEAL and program teams regularly review and accordingly adjust MEAL plans and tools in the light of changes and needs in the field context based on monitoring data and reflection sessions.
  • Support on planning and managing internal or external program evaluations.
  • Conduct regular field visits to track progress against indicators and put in place systems for routine data quality checks and validations
  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Recruit, support, and oversee the technical quality of work by MEAL officers, supporting the officers and program teams’ implementation of MEAL systems.
  • Collate case studies and/or help partners to collect case studies for tracking program results.
  • Actively participate in M&E meetings with key stakeholders and other external meetings.
  • Prepare monthly/quarterly progress reports and statistics as well as mid-/final reports to stakeholders
  • Advice and put in place a system for promoting transparency and accountability Plan for stakeholders.
  • Support the development of donor reports and document learnings across a project.

Qualifications

  • First Degree in Social Science / Management Sciences and other related discipline
  • 3 – 5 years’ experience in M&E positions and/or program experience in field data collection in emergencies.

Experience and Skills:
Essential:

  • Detailed knowledge of M&E frameworks and M&E Plans, systems, and indicator reference sheets
  • Experience in at least two of the following sectors: Nutrition, Child Protection, Education, and Adolescent Sexual Reproductive Health.
  • Good understanding of routine data quality checks/validation

Role Purpose

  • The Humanitarian Safety and Security Manager, Borno will work closely with the Humanitarian Response Team Leader, the National Safety & Security Manager and the Regional Security Manager to carry out safety and security assessments; make recommendations and provide support for their implementation by Humanitarian Response Team.
  • The Safety and Security Manager will facilitate the implementation of Save the Children’s Safety and Security Policy and Standards within the Humanitarian Response and help drive systemic change in the quality of safety and security management and contribute to building Humanitarian Response compliance with safety and security Minimum Standards.
  • S/he will also take forward the organisational security vision, mission and values. The post holder will play a key role in the capacity building of Safety & Security Focal Points in the deep field level and the response team members.
  • The Safety and Security Manager will be expected to undertake a leadership role within the senior management team of the response and will provide safety and security advice for the Country Director and the Director of Program Operations.

  • Promote the need for each programme to appoint a safety & security focal point (SFP) reporting to the SSM and advice on the minimum training standards for each officer dependent upon the level of insecurity.  The Manager will play a key role in building the capacity of each SFP consistent with the assessed need for each programme.
  • Promote the need for the Humanitarian programme to have safety and security as a standing agenda item on the HMT meeting and to form a core Crisis Management Team whenever needed.

Essential:

  • Expertise in current safety and security context, practices and issues affecting aid work.

Role

  • The Humanitarian WASH Manager is based in Borno and s/he leads the WASH sector in the CAT 2 emergency response in Borno and other selected locations.
  • The Manager with limited support, leads on sectoral assessment, programme design, programme implementation, budget management and provides technical input to ensure quality programs.
  • The Manger develops the sector strategy of the master budget. The Manager leads in technical coordination and supports fundraising, recruitment and procurement.
  • The Manager plays a sectoral leadership role within the response team, ensuring WASH programs are of high quality and meet recognized standards.
  • The Manager supports colleagues and works to ensure that broader sector coordination mechanisms are functioning effectively.
  • The Manager mentors and builds the capacity of Save the Children and partners’ staff.
  • The Manager plays a leading role in national and state sector technical working groups.

Main Responsibilities

  • Lead on WASH or multi-sectoral technical assessments in coordination with other Save the Children thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Lead on developing WASH sector response plans and master budgets and contribute to Save the Children’s overall response strategy.
  • Develop technical standards for all WASH construction and hygiene promotion programming within emergency contexts adhering to humanitarian standards.
  • Provide technical oversight of WASH engineering designs and hygiene promotion programmes as well as proactively promote high quality WASH technical approaches within the country programmes.
  • Lead on fundraising for the WASH sector, including development of high quality concept notes and proposals, and engagement with donors’ technical advisers.
  • Oversee WASH programme implementation to ensure high quality, timely delivery of programme activities, for example, monitoring against log frames.
  • Lead on the preparation of timely programme and donor reports on project activities in compliance with internal and external requirements.
  • Work closely with the human resources team and identifies WASH staffing needs for the emergency programmes, and ensure rapid recruitment, induction and training of new staff.
  • Identify WASH programme supply needs together with logistics team to put in place a sensible phased procurement plan.
  • Working closely with the Monitoring & Evaluation team put in place a WASH sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • Working closely with the accountability lead puts in place sector accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider WASH sector.
  • Ensure minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct and other applicable standards.

Capacity Building:

  • Develop WASH learning needs assessment and capacity building plans for both Save the Children and partner’s staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.
  • Coach and mentor Save the Children WASH coordinators, officers as well as their national level counterparts.
  • Oversee development of training material that will improve the different components of WASH portfolio within Save the Children.

Representation & Advocacy & Organisational Learning:

  • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, such as the WASH cluster, ensuring the specific needs of children are being addressed.

Qualifications & Experience
Essential:

  • BA / BS in Engineering or equivalent required. Master’s Degree preferred.
  • A minimum of five years of experience working in the water and sanitation field including emergency response.
  • Advanced knowledge of water and sanitation engineering and training in the use of a variety of water equipment including emergency mobile water treatment and storage unit, sanitation kits, water treatment chemicals, design of boreholes, rehabilitation of hand dug wells, pipe lines, basic knowledge of treatment of sewages as well as concrete storages, etc.
  • Previous experience of programme management.
  • Ensures that systems are in place for longer-term operation and maintenance of all water supply and sanitation facilities and that projects are implemented in a consultative and participatory manner with beneficiaries.
  • Demonstrated depth and breadth in participatory methods to engage local communities in needs assessments, design and implementation of local, culturally acceptable water and sanitation interventions.
  • Support the long-term capacity building and programmatic integration of water and sanitation into Save the Children core programming in health, with particular emphasis on hygiene promotion and environmental sanitation.
  • Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches.
  • Guide water and sanitation teams towards an integrated approach with other Save the Children programs to address community health needs, as well as cross-cutting themes such as gender.

Job Title: Humanitarian Monitoring, Evaluation, Accountability & Learning (MEAL) Manager

Child Safeguarding – Level 3

  • The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Purpose

  • The MEAL Manager oversees high quality monitoring, evaluation, accountability and learning across Save the Children’s programmes in Borno. S/he is expected to lead on MEAL system design and implementation, evaluations, research, MEAL budgeting, recruitment, accountability system strengthening, as well as support proposal writing and log frame development for all projects.
  • The post holder will be expected to mentor and/or capacity build existing MEAL staff, and work across functions to ensure that the learning from the monitoring, evaluation and accountability systems informs programme decision making.

Key Areas Of Accountability
MEAL System Development:

  • Oversee the MEAL state team and provide high quality MEAL technical leadership, support and capacity building to the state implementation team.
  • In collaboration with the programme & technical team, develop and implement project MEAL plans, quality benchmarks, research, assessments and evaluations to support an evidence and learning agenda as well as a process for knowledge sharing between SCI, stakeholders and partners in the state
  • Ensure that the state office complies with SCI MEAL processes and standards and ensure standardization of MEAL formats/reports including grant-level Indicator Performance Tracking Tables (IPTTs).
  • Bring together data and findings from across projects to form a coherent basis for analysis of impact which promotes learning and strategy development.
  • Develop and increase utilization of accountability approaches, such as participation, complaints and response mechanisms.
  • Keep abreast of MEAL sector trends and developments, for example in remote monitoring, and adapt and promote introduction of new methodologies, technologies, innovations and best practices where applicable in the state
  • Formulate key program questions that will help to advance the evidence base, and lead design of targeted evaluations (including but not restricted to baseline, midline and end line evaluations) and pieces of operations research.
  • Actively contribute to the process of learning, evaluation, capturing and disseminating lessons from the programme for continuous improvement of programme performance and overall outcome
  • Contribute to proposal writing and review to ensure MEAL activities and costs are adequately covered. Develop standard guidance for incorporation of MEAL costs into proposals in specific responses.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct, as well as Core Humanitarian Standard on Quality and Accountability.
  • Ensure the considerations on gender, disability and inclusion re well integrated into the MEAL activities, tools, and analysis.
  • Leads on the coordination with BHA Third Party Monitoring Initiatives (monthly).

Capacity Building:

  • Identify learning and training needs as well as the opportunities for MEAL and other staff and work as a mentor and role model for staff.
  • Conduct training and awareness raising activities for operations and programme technical staff at field level regarding MEAL priorities and quality standards.
  • Coordinate trainings for MEAL and program staff in the relevant fields, such as on data collection tools, ICT solutions for MEAL, data analysis for both quantitative and qualitative data, etc.

Representation, Advocacy & Organisational Learning:

  • Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve taking the lead in coordination working groups.  Participate in interagency coordinated joint MEAL activities (for instance, inter-agency working group).
  • In collaboration with Save the Children MEAL and advocacy colleagues, feed in learning, experiences and evidence to relevant advocacy objectives and lead on response-specific learning activities.  For instance, support planning of After Action Review workshops, prepare lessons learnt reports and conduct accountability mechanism pilots. Take steps to document lessons learned for wider dissemination.
  • Participate and feed into Save the Children regional and global working groups when needed.

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Any other duties emerge as CO priorities.

Qualifications and Experience
Essential:

  • Graduate Degree in a relevant subject – ideally also a Post-graduate Degree
  • Minimum of 5 years’ work experience in MEAL, especially monitoring, including in large-scale, complex emergencies generating high volumes of data where technical capacity of MEAL staff is varied and coordination between MEAL/sector teams is a challenge
  • Experience of working in the North East Region of Nigeria on Humanitarian Projects
  • Ability to create and implement MEAL plans and IPTTs based on logframes and other reporting requirements and support junior colleagues to do so
  • Strong experience in collecting, processing, analyzing and reporting on quantitative and qualitative data and supporting other colleagues to do so – including ability to troubleshoot Kobo-related issues
  • Ability to contribute to Awards reporting from a MEAL perspective in a timely and accurate manner.
  • Ability to manage team work plans in contexts where workload is high and priorities shift frequently
  • Ability to hit the ground running and work on own initiative – but also be comfortable asking for support where needed in a timely manner
  • Highly organized, with the ability to juggle multiple tasks to meet tight deadlines
  • Strong team player, with the desire and ability to take initiative to pick us tasks outside official responsibilities
  • Proven capacity to supervise, train and coach staff
  • Experience of representation and ability to represent Save the Children effectively in external forums
