Job Title: Head of Counter Fraud

Location: Flexible (Nigeria)
Functional Area: Global Assurance
Reports to: Director of Global Assurance
Travel required: Up to 50% Travel (typically planned in advance and flexible)

Role Purpose

  • This post will help ensure that the incidence of loss of funds and resources from fraud, corruption, mismanagement and criminal activity is robustly addressed and the risk is as far as possible minimised.
  • In doing so, reputational risk will be reduced, and sponsors and donors continue to regard Plan International as a well managed, ethical and accountable organisation.

Dimensions of the Role and Key Accountabilities
Dimensions of the Role:

  • Leads Plan International’s Counter Fraud Unit (CFU)
  • Acts as the Global Functional Lead for Counter Fraud, providing pro-active and reactive services to help reduce losses from fraud and corruption
  • Manages 4 staff directly and oversees a wider cadre of c.120 staff globally (the Fraud Faculty) who assist CFU on specific assignments
  • Provides the International Board, the Executive Team and operational management with advice, guidance and support on counter fraud
  • Builds networks and links in with counter fraud professionals in other INGOs
  • Represents Plan International in professional practice bodies and fraud related conferences and events

Accountabilities:

  • Maintains and develops Plan International’s Counter Fraud Framework
  • Ensures allegations and incidents are investigated to professional and international standards
  • Provide training programmes for all staff on fraud awareness and prevention
  • Maintain and provide investigation training for the Fraud Faculty
  • Carry out fraud exposure analyses
  • Support management in the resolution of incidents
  • Provide regular reports to the International Board and Executive Directors
  • Work with other risk and control resources to identify and help implement effective fraud reduction controls and practices
  • Uses experience to make effective decisions taking account of context and situation.
  • Provides practical solutions to fraud related problems
  • Can pursue a line of reasonable action even when faced with competing pressures
  • Owns resolutions to problems working within agreed timeframes
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Technical Expertise, Skills and Knowledge
Knowledge:

  • Excellent proven experience in the field of counter fraud
  • Awareness of current best practices in investigation techniques
  • Awareness of global standards and legislation around fraud and corruption
  • Understanding of the role and approaches of the international development sector

Skills:

  • First rate investigative ability with proven track record

  • Good oral and written communication skills including report writing

  • Able to offer practical solutions to management to help resolve incidents including in crisis situations

  • A recognised qualification in fraud investigation (e.g. ACFE) would be an advantage although not essential

Job Title: Innovation Project Lead

The Opportunity

  • In this role as the Innovation Project Lead, you will be responsible for the success and scaling of the Equality Accelerator project, as well as for promoting innovation, digital inclusion, and feminist youth activist resourcing practices and movement building across Plan International.
  • Equality Accelerator is an online platform where young activists can access accessible, sustainable, and democratic funding and non-financial opportunities. EA also includes a world-first smart flexible fund model with an inclusive, accessible, transparent application process; an agile, participatory selection process; and automated, youth-friendly reporting.
  • You will act as product owner for the website, team of designers, web developers and QA consultants to ensure EA is maintained, up-to-date and that all bugs, glitches, or content errors are fixed in a timely fashion.
  • You will also coordinate the development of new features or languages as EA to scaled to new contexts or as the need is identified.
  • Additionally, you will coordinate the implementation of EA (both the website and the funding mechanism) across countries where it is currently being implemented, as well as identify opportunities to scale the project to new countries. Importantly, you will be responsible for resource mobilization to ensure the continued sustainability for the project.
  • Finally, you will be an ambassador for innovation, digital inclusion, youth-friendly feminist resourcing and movement building across the organization. This includes participating in other initiatives related to youth resourcing as well as coordinating with other innovation teams to promote joint learning.

The Person

  • You will have extensive experience in managing complex projects in international settings, as well as some experience developing inclusive digital products and in human-centered design.
  • You will also have a demonstrated interest in working on gender and feminism and principles of feminist leadership and social justice.
  • Ideally, you will have specific experience working with youth-led movements, and have an understanding of the ways in which youth organisations work and their needs and challenges.

Job Title: Administrative and Logistics Officer

Location: Maiduguri, Borno

Role Purpose

  • Plan International Nigeria is seeking to implement General Food Distribution and Blanket Supplementary Feeding Programme project funded by World Food Programme (WFP).
  • The post holder is to manage an array of supply chain activities including safeguarding of goods and supplies, and ensuring well-organized warehousing and storage service in compliance with WFP and Plan International warehouse and logistic guidelines

Dimensions of the Role

  • The post holder will contribute to the effective administration and logistics operation in Pulka ensuring the interface between operations and programme team members.
  • The post holder will support development of Plan Internationals implementing partners and staff capacity building. The post holder will supervise the driver.

Accountabilities:

  • Provide day-to-day support to staff in general office operations and identify future needs.
  • Ensure timely welcome services, warehouse management and other support services for staff and visitors.
  • Manage travels of staff with Maiduguri Admin officer with respect to UNHAS bookings and feedback
  • Effective management of the office operations
  • Prepare and file documents for signature and/or action, as necessary and ensure that proper filing systems are in place for the office.
  • Manage and keep Asset register for the field office
  • Plan and supervise the workflow in a warehouse
  • Safeguards warehouse operations and contents by establishing and monitoring security procedures and protocols
  • Taking records of general stock provided by WFP and movement of General Food Distribution and Blanket Supplementary Feeding Programme items.
  • Controls inventory levels by conducting physical checking and counts; reconciling with data storage system.
  • Maintain and manage inventories accurately
  • Maintains physical condition of warehouse by planning and implementing new design layouts; inspecting equipment; issuing work orders for repair and requisitions for replacement.
  • Maintains safe and clean work environment by keeping shelves, pallet area, and work stations neat. Organize warehouse and work area for orderliness at all times
  • Coordinates the planning and organization of meetings and workshops.
  • Ensure that vehicles and all equipment are in good conditions and liaise with the Field office coordinator and Humanitarian Logistics and Procurement in Emergencies Specialist about necessary repairs and improvements as necessary
  • Arrange for the repair and maintenance of office equipment and machinery to ensure that staff works effectively without any disruptions.
  • Ensures that the SAP system is used to capture all necessary activities as required.
  • Establish and maintain a well-functioning logistics support operation for the office – effective coordination and use of vehicles
  • Perform logistics and procurement operations – Selection of vendors/suppliers and keep an updated vendor list
  • Prepares and Maintain records of all outstanding purchase orders with external vendors and arranges transportation and forwarding services for all orders to ensure delivery on schedule
  • Prepare reports on personnel and material movement and ensure that reporting requirements are fulfilled in an accurate and timely manner
  • Responsible for purchase order creation and ensure clean ERP data base on regular basis.
  • Ensure compliance with Plan International logistics standards and regulations
  • Store Management using specified software
  • Perform any other project related duties as specified by the logistics and procurement specialist and other dotted line management.

Technical Expertise, Skills and Knowledge

Essential:

  • A Degree in any related field.
  • At least 3 – 4 years of experience working in administration and logistics generalist role with relevant experience in the deep field?
  • Relevant experience in logistics and administrative process and management
  • Experience in use of SAP
  • Fluency in English with excellent writing and speaking skills is required.
  • Excellent and demonstrable experience in procurement processes and logistics management.
  • Demonstrable experience in office management and staff coordination.
  • Excellent writing and speaking in English language
  • Knowledge and understanding of Nigeria’s policy environment
  • Highly developed interpersonal and communication skills including good listening skills, influencing, negotiation and coaching
  • Capacity to build and maintain relationships and to work effectively in a multicultural and multi-ethnic environment respecting diversity.
  • Experience with Microsoft Word, Excel, Power Point and Outlook
