Purpose of Job

Academic Requirements and Relevant Experience

Main Functions

  • Designs and implements policies, programs and projects to achieve the directorate’s strategic objectives.
  • Manages and supervises employees within the division, ensures the timely delivery of the directorate’s goals and effective staff performance evaluation;

  • Supervising the administration and management of the Secretariat, including the preparation of budget and financial as well as personnel management reports;
  • Ensuring overall management of the Secretariat, including staffing issues, performance, quality assurance, grievance and manage budget;
  • Providing strategic vision and leadership for Plan Health and plant protection in Africa  as guided by its Strategic Plan.
  • Handling corporate communications, including enhancing the profile of AU IAPSC with the Government ministries in charge of plant health, continental, international and regional plant health organisations.
  • Facilitating institutional collaborations and Liaise with plant health research institutions, African and international plant health organisations;
  • Initiating project proposals on Plan health related issues;
  • Preparing programs and budget proposals, project and funding proposals and relating to programs of the Secretariat;
  • Monitoring operational activities and program implementation in terms of expenditure and substance and prepare progress reports with recommendations for corrective action to the department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) when necessary and ensure delivery of activities;
  • Analysing and monitor all aspects of plant health  and provide expertise, policy advice and technical leadership within the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE)  and AUC;
  • Advocacy for and sensitization of Member States and other stakeholders on Assembly decisions related to plant health.
  • Preparations and management of Technical Committee, Steering Committee and General Assembly  and other meetings and activities including the preparations of documents and reports;
  • Representing the Secretariat in all meetings and activities related to Plant health and report back on issues discussed and on action required;
  • Assisting the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE)  in enhancing cooperation and collaboration with relevant Department of the Commission, Member States, UN Agencies (IPPC,FAO), AU partners, specialized institution and Non-Governmental organization (NGO,s) and other relevant organizations;
  • Promotion of AU-IAPSC  as the African regional plant organisation and International regional cooperation in collaboration with Member States, Regional Economic Communities (RECs) and inter-governmental organizations, NGO’s particularly in implementing decisions and AU Plans for Action.
  • Promotion of good agricultural practice with respect to pesticide regulation.
  • Submission of periodic reports on activities including specific missions and progress reports on the implementation of various policy instruments and decisions on sport;
  • Directing financial management of AU- IAPSC , including fundraising for projects, programmes and research;
  • Facilitating achievement of the goals and objectives of the AU Commission and plant health  in general;
  • Project Management including Monitoring and Evaluation.
  • Ensuring that Member States develop plant health policies, programmes, systems and structures;

Academic Requirements and Relevant Experience

  • Candidates must have at least a Master’s Degree in Plant Health, Agriculture, Agronomy, Crop Protection, and Entomology, Plant Pathology or any other relevant disciplines. A higher qualification will be an added advantage.
  • Candidates must have at least 12 (twelve) years relevant and progressive experience in Plant Health related issues, at national/international level, out of which 7 (seven) years and 5 (five) years should be at managerial and supervisory levels, respectively.
  • Candidates must illustrate credibility and command respect within the domain of plant health and will be expected to have the following qualifications and competencies:
  • Have a thorough knowledge of national and international trends of Plant health;

  • Coordinate the Country Support projects and energy capacity building programme and develop cooperation strategy that encourages cross-border learning and dissemination of knowledge among AU member states and African regional institutions
  • Advise the Head of Division on Capacity Building and Country Support programme.
  • Coordinate the implementation of AFREC’s Member states support and Capacity Building Programme aimed at improving capacity and skills of African stakeholders and institutions across Africa at national, regional and continental level.
  • Identify key African and international institutions with required expertise and develop and coordinate an action plans that effectively address the African skills gap in the energy sector.
  • Propose and develop tailored, comprehensive and continuous capacity building programme (short, medium- and long-term capacity building) for African Energy Sector experts covering all technologies (conventional, non-conventional based on the skills assessment outcomes carried out in the African Energy sector at the regional and national levels for both the private and public sectors.
  • Create a network of the global and national institutions with capacity building expertise; facilitate inclusive exchange networks for knowledge and information sharing between Member countries, funders and Regional Economic Communities (RECs), Regional Power Pools, Centres for Renewable Energy & Energy Efficiency, the Private Sector, Academia and other relevant stakeholders.
  • Develop and promote policies and strategies for improving the performance of the energy sector in AU Member States in line with the mission of the African Union Commission and the mandate of AFREC.
  • Engage stakeholders from African Member States, Regional Economic Communities (RECs), and other intergovernmental organisations in implementing successfully the capacity programme while providing sustainable support in the energy sector to AU Member States.
  • Put in place an evaluation and monitoring system to measure the impacts of capacity building by executing mid-term and post evaluation of trainings delivered to AU Member States and update the contents of training materials accordingly to meet the objectives of improving the African energy expertise gap both in public and private sectors.
  • Assist in the preparation of policy briefs, studies, researches and case studies in promoting capacity building, resource integration, investment and development of African Energy Sector in national, regional and continental level.
  • Assist in mobilizing technical and financial support to the Member States for improving capacity of energy sector and preparing and implementing training programmes at national, regional and continental levels.
  • Represent AFREC at workshops, conferences, meetings and seminars pertaining to capacity building and provide guidance on issues related with AFREC’s work on this sector.

Academic Requirements and Relevant Experience

  • Master’s Degree or Advanced Degree in Energy Engineering, Energy Economics, Energy Management, Energy Policy and other Energy-related disciplines with at least ten (10) years of experience out of which 6 at expert/specialist level 3 years at supervisory level
  • Applicants with Bachelor’s Degree in the above fields of study will be considered provided they have 12 years of relevant experience out of which 6 years at expert/specialist level 3 years at supervisory level
  • Relevant professional experience in the energy-related capacity building, designing of training materials and country support in international organization is an added advantage.
