Job Title: Case Management Intern

Overview

  • The Case Management Intern is ideally a generalist (with experience or familiarity with health, particularly RMNCAH programs) who will work in close collaboration with the Case Management Team as well as the State Technical Officer (TO) and project partners on all aspects of project management and implementation of the Seasonal Malaria Chemoprevention (SMC) activities at the state and LGA level.
  • S/he ensures timely and effective implementation of SMC activities in the state as well as assists the State team in providing oversight to LGA level routine activities e.g. Monthly and quarterly supervisory visits, LGA data validation meetings, data entry, supply chain data collection, training, and so on.
  • S/he will assist the State TO in ensuring that the project functions efficiently, providing support to all project activities.
  • S/he will assist with operational processes in project-related procurements and documentation related to project activities.
  • Additionally, s/he will assist the TO in assuring that all technical activities under the project are implemented in a timely and effective manner.

Responsibilities
Project management, partner and donor relations:

  • Support the Technical Officer in direct implementation of all case management activities in line with grant targets and deliverables by ensuring adherence to national strategies and guidelines for malaria prevention, diagnosis, and treatment.
  • Responsible for filing of all activity reports in both soft and hard copies
  • Assist in the project’s quality assurance processes
  • Participate in accessing activity progress to ensure that the partners and local contractors maintain close adherence to work plans, meet designated milestones, deliverables, benchmarks, and provide technical assistance when needed.
  • Support in knowledge management activities, including documentation of success stories, lessons learned, and activity reports.
  • Assist in monitoring program implementation and use of resources.

Project Technical Support:

  • Work in close collaboration with the Technical Officer to support the State MoH to implement all aspects of the seasonal malaria chemoprevention (SMC) intervention. A mass drug campaign for children under-5years
  • Support the training for SMC, personnel selection according to set criteria, coordinate monthly mass drug distribution in selected LGAs for SMC implementation
  • Support oversight of routine activities such as monthly and quarterly iMSV, data validation, LMIS data collection, and collation
  • Support data entry routinely at the state level
  • Keep inventory of project equipment at the state level
  • Ability to travel domestically as required to support program activities.
  • Any other task assigned by the supervisor

Qualifications

  • MBBS (preferred) or Graduate Degree in Pharmacy, Nursing, Public Health, Health Economics, or a health-related field required.
  • One year or less of experience in public health and health systems strengthening required;
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, stakeholders, and donors.
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.

Job Title: Technical Officer

Overview

  • The Technical Officer (TO) position is designed to work in close collaboration with the Senior Technical Manager, project staff, and project partners in ensuring the delivery of quality case management interventions in public and private health facilities.
  • S/he will provide technical support to state malaria programmes in all aspects of direct implementation of program activities as various service delivery points at the state and LGA levels to meet up with the technical demands of the grant.
  • S/He will provide technical support to state agencies/programmes in all aspects of direct implementation of case management activities at the state and LGA levels.
  • S/He with support from state colleagues will ensure the delivery of quality malaria interventions in communities and LGAs in assigned state while working in close collaboration with project partners and MSH colleagues.
  • The TO will support planning for state-level training and quarterly on-site supervision visits at service delivery points.
  • S/He will be responsible for tracking case management activities at the state level and any other duties assigned by the supervisor.
  • The Technical Officer, Malaria provides technical support to the State Malaria Elimination Programs and LGAs for the achievement of objectives set forth in the Global Fund Malaria Grant, which supports the National Malaria Control Strategy.

Responsibilities

  • Work in close collaboration with the MSH state-based specialists (M&E and SCMS) to support the SMEP/SMOH in the implementation of all case management activities, in line with grant targets and deliverables by ensuring adherence to national strategies and guidelines for malaria prevention, diagnosis, and treatment.
  • Work with States and LGAs in planning and coordinating training for health workers, Integrated Monitoring and Supportive Supervision (iMSV).
  • Support the State MoH to implement all aspects of the seasonal malaria chemoprevention intervention. A mass drug campaign for children under-5years
  • Support the State MoH to implement activities for improving Intermittent Preventive Therapy for pregnant women (IPTp) and routine LLIN distribution in pregnant women and children under-5 years
  • Support capacity building of the State MoH personnel on malaria technical areas
  • Preparation and submission of project malaria technical activity reports to Senior Technical Manager
  • Represent MSH on malaria Technical Working Groups (TWGs) and other relevant health coordinating committees at the state level
  • Contribute to quarterly lessons identification and learning documentation and dissemination.
  • Preparation and submission of project service delivery activity reports to Senior Technical Manager
  • Document evidence and best practices that are related to the programme

Qualifications

  • M.D / MBBS required with some field experience in clinical and/or community-based malaria prevention, diagnosis, and treatment or a graduate Degree in Health Management or Public Health. Specialized experience in malaria is highly preferred.
  • At least 3 years of post-NYSC relevant experience in public health. Any experience in malaria programming will be an added advantage. Some health-related community development experience is required.
  • Experience in malaria programming at the field level and providing technical assistance to partner organizations; knowledge and experience of programmatic and technical service delivery challenges is highly desired.
  • Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training.
  • Experience with, and a demonstrated commitment to, community-based approach to development.
  • Experience with GF donor funding requirement a plus.
  • Capacity to prepare evidence-based reports and documents.
  • Strong professional oral and writing skills, including the development of reports, oral presentations, and technical documents.
  • Ability to interface with multiple stakeholders, representatives, and partners in a professional manner on an ongoing basis.
  • Previous experience with or good knowledge of Global Fund operating procedures
  • Ability to work effectively in a team and communicate information to both health and non-health audiences, and achieve consensus on policy, project, research, and administrative matters.
  • Good verbal communication skills, tact, and diplomacy are required to establish and develop sustainable working relationships at the highest level and a high level of trust with public/private organizations. Verbal communication skills are also used to negotiate activity plans and resolve activity implementation issues with counterparts, partners, and team members. Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation, and briefing papers.
  • Excellent computer skills (MS Word, Excel, and PowerPoint) are required for effectively operating in this position. Good computer skills are required to implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements.

Program Management:

  • Lead and provide oversight to quality assurance of state-level project implementation
  • Contribute to the establishment of a system for project monitoring, evaluation, and reporting in collaboration with the M&E Specialist in the state that includes periodic analysis and reviews for evidence-based decision-making and program management.
  • Provide clear documentation of programmatic achievements as well as required data and keep the Project Senior Management Team informed of state activities on a monthly, quarterly and annual basis and as needed

Team Leadership and Coordination:

  • Supervise project staff in the assigned state and manage their performance and development.
  • Build a cohesive state team to implement the project with demonstrable team spirit
  • Manage the state team to ensure that all project staff has the right orientation, enabling environment, and tools to deliver in their respective roles.
  • Ensure cross-functional networking and learning amongst the project team and other partners/stakeholders in the state towards effective implementation of the project in the assigned state.
  • Ensure that project staff complies with MSH policies and procedures relevant for the effective operations of the state office. For example, orientation training for new state-office staff should address relevant internal controls.

Stakeholder Management:

  • Liaise and network with relevant malaria partners and stakeholders in the state to strengthen coordination, integration, and resourcing of activities and promotion of a shared vision for malaria elimination in the state.
  • Act as the primary liaison between MSH and the State Government (GoN) officials – SMEP, HMB, DPRS, LMCU, SMoH, LGA, Wards, etc. to facilitate information sharing and networking.
  • Interact and communicate on behalf of MSH project leadership to key stakeholders in the malaria partnership and government counterparts at the state level.
  • Ensure the visibility and reputation of MSH among malaria program partners and the state government in assigned state
  • In consultation with the Project Director, represent MSH at state-level meetings, relevant technical working committees as well as other partners ’/stakeholders’ forums in the state.

Qualifications

  • Master’s Degree in Public Health, International Development, Business Administration, or any other related field.
  • A minimum of five years progressive experience in public health program management, working with development agencies and organizations, government officials, civil society leaders, community leaders, project beneficiaries, and project staff.
  • Strong technical leadership, with a health program and financial management background.
  • Demonstrated ability to negotiate, collaborate and coordinate with a range of stakeholders in the context of complex and shifting priorities.
  • Demonstrated management capacity in malaria programs with proven ability to oversee multiple projects simultaneously in multiple locations.

  • PMI-S is a five-year PMI/USAID flagship malaria project implemented through a consortium led by MSH. The project is supporting the Government of Nigeria through its agencies at the federal, state, LGA and community levels to reduce under-five and maternal mortality by delivering quality services for management of malaria, its complications, and prevention.
  • PMI-S project focuses on strengthening the capacity of the National Malaria Elimination Program (NMEP) and State Malaria Elimination Programs (SMEPs) for the implementation of the National Malaria Strategic Plan 2014-2020.

Position Summary

  • The Human Resources Specialist I will perform a variety of HR functions, including Talent acquisition and management employee relations, benefits management, policies and regulations, and administration of personnel systems.
  • The HR Specialist I, in collaboration with the HR Lead and project staff, is responsible for Talent management activities covering both technical and Operation staff.
  • S/he is aware of, adheres to MSH’s Procurement Integrity (PI) standards in all activities, and is responsible for raising the awareness of staff regarding PI regulations.  ​
  • Works Directly With: HR Specialist II, Director Finance and Administration. All Hiring Managers, MSH operation and finance team, technical/program team.

Main Duties and Responsibilities

  • In collaboration with the HR Specialist II and Project team, be actively involved in Talent acquisition process.
  • Perform all required reference, background checks, CSI Verification and documentation for new hires
  • In collaboration with HR Specialist II, negotiate salary with the selected candidate.  Secure necessary USAID concurrences and approvals for selected candidates.  Prepare employment letters.
  • Maintain employee database both hardcopies and on the MDrive system. Administer paperwork for all local employee changes in status.
  • Ensure the efficient administration of staff insurance coverage with the insurer for new employees and for the removal of terminated employees.
  • In collaboration with the HR team, provide required policy trainings to all project team members, hiring managers to ensure that MSH standards and USAID regulations are adhered.
  • Provide PPRD information to supervisors and staff on how to complete related forms. Ensure plans and reviews are complete in a timely manner.
  • Coordinate orientation process for new employees and exit process.
  • Support the development and implementation of HR initiatives to improve employee team cohesion.
  • Proactively update HR Specialist II on staff issues and feedback.
  • Ensure that strong internal control systems are in place, MSH Code of Conduct and MSH’s Zero Tolerance practice are well understood by all staff in country and staff act in full compliance with local laws, adhere to contract/award requirements in compliance with MSH policies and standard operating procedures.
