Job Title: Strategic Information Officer (Evaluation & Surveillance)

Code: SI 009
Location: Abuja

Job Purpose

  • Provide technical support to the design, conduct, analysis and dissemination of program evaluations and survey/surveillance, in line with outcome evaluation and science guidance for CIHP and Funders.

Specific Duties & Responsibilities

  • Support the review and validation of evaluation data for completeness, consistency and reliability in line with approved evaluation protocols.
  • Support high level data analysis for publications/dissemination, using surveillance, surveys, and outcome data.
  • Support interpretation of data analysis, development of manuscripts, success stories and other dissemination products, and dissemination processes using appropriate dissemination methods and media.
  • Support capacity building of team and larger CIHP members in research methodology, data management and analysis, and other related areas.
  • Support the evaluation of programs and research-related activities of core evaluation teams for USG and non-USG focused grants.
  • Provide oversight for all survey and evaluation activities at the study locations in the States
  • Support proposal developments for grants/funding applications and ethical approval processes for proposed research and program evaluations in line Global, National and Donor standards.
  • Carry out any other duties as assigned tasks including but not limited to Continuous Quality Improvement.

Qualifications & Experience

  • Degree in Medicine, Epidemiology, Biostatistics, Medical Statistics, Public Health, International Health or related field with at least 5 years working experience in a similar position
  • Master’s Degree in Epidemiology, Biostatistics, Public Health, International Health Management, Big Data science, Computer Science will be an advantage.
  • Experience with conduct of PSS and CQI.
  • Fluency in written and spoken English.
  • Ability to work under pressure cooperatively as a member of a bigger data driven team
  • Excellent organizational, communication and interpersonal skills.
  • Good and functional Managerial skills.
  • Experience in the design, implementation and management of Surveys, Surveillance and evaluations.
  • High- level computer skills using MS Excel, MS Access, Stata/SPSS/ SAS/Epi-Info Windows
  • Strong data management and analysis skills including knowledge of best practices for data visualization and presentation.

Job Title: Senior Officer, Human Resources Officer

Job Description

  • The Senior HR Officer will work with the HR Manager to provide operational support to implement effective and functional Human Resources (HR) processes for the organization, in all functional areas.

Duties and Responsibilities

  • Provide administrative support for New Hire orientation including communicating orientation timetables to all facilitators, drafting introductory email for all new hires, coordinate new hire documentation to foster positive attitude toward organizational objectives as may be required.
  • Support recruitment needs such as screen applications, prepare offer letters, conduct reference checks, make offers, participate in interviews as necessary, and draft job adverts.
  • Provide technical support to state offices in the recruitment of Short-term hires and ensuring SOPs are adhered to.
  • Provide competitive market research and prepare pay studies to help establish pay practices and pay bands that help to recruit and retain superior staff;
  • Provide payroll processing backup support as and when required. Partner with finance to maintain the payroll database;
  • Support with the monitoring of salary structure;
  • Conduct investigations, complaints of discrimination, harassment, and other workplace complaints in a timely, objective, professional, and thorough manner.
  • Serve as a link between the HR and employees by handling questions, interpreting and administering contracts, and helping to resolve work related problems in consultation with HR Manager.
  • Educates and supports management & staff in implementation of HR programs, practices and initiatives
  • Recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation;
  • Work with the HR Manager to identify training and development opportunities using staff performance and development plans as a standard and working with Unit Heads.
  • In liaison with the ICT Unit, manage the maintenance of the HR Information System
  • Maintain employee-related databases
  • Develop and schedule benefits orientations and other benefits training;
  • Recommend changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
  • Facilitate staff appraisal processes, communicate status to relevant parties and for review and further processing.
  • Manage staff separation and escalate to HR manager for further guidance
  • Provide regular briefings to HR Manager, including the status of recruitment, training, leave balances, performance management etc.
  • Ensure conformity with recruitment requirements and compliance with the rules and regulations.
  • Work with the HR Manager to ensure day-to-day operations of HR-related functions are addressed in a timely, efficient, and proactive manner.
  • Develop & maintain a strong network with other NGO’s/Professional association to strengthen the Organization’s pool of qualified candidates.
  • Interpret and provide guidance and instruction to staff and teams on HR processes, policies, workflow, and work unit priorities.
  • Prepare and analyse reports that are necessary to carry out the functions of HR.
  • Fully utilize existing Human Resources software to the organizations advantage.
  • Perform other duties, as assigned.

Qualifications and Requirements

  • B.Sc / B.A Degree in Business Administration, Social Sciences or its recognized equivalent with 5 – 7 years of relevant experience.
  • Or M.Sc / M.A Degree in Business Administration, Social Sciences or its recognized equivalent, and 3 – 5 years relevant experience.
  • Excellent analytical, interpersonal and computer (Excel and spreadsheet) skills are required.
  • Demonstrated success in multicultural environments is required,
  • Experience of HR in the not-for-profit sector for a minimum of 2 years is an advantage.
  • A higher degree or professional qualification in HR is an advantage
  • Certified member of Chartered Institute of Personnel Management or related body is an advantage.

Knowledge, Skills and Abilities:

  • Ability to work with others and to develop and maintain compatibility among project staff, subcontractors, and recipients of assistance.
  • Report to supervisor on variances and status on regular basis.
  • Ability to maintain confidentiality for sensitive Human Resources issues or projects and use judgment to execute duties and responsibilities.
  • Recordkeeping, report preparation, filing methods and records management techniques.
  • Use a computer to accurately and rapidly enter and retrieve data and information.
  • Working knowledge of in-country employment regulations, e.g., Nigerian labor/employee relations statutes and capacity to apply them to FHI Nigeria.
  • Work independently with initiative to manage high volume workflow.
  • Perform detail-oriented work with a high level of accuracy.
  • Interact with diplomacy and tact and follow-up on requests in timely and efficient manner.

Job Title: Strategic Information Officer – M and E

Job Purpose

  • Responsible for analyzing program data to generate critical information, lead discussions on findings and provide feedback to stakeholders and program teams on project performance in line with set targets at the central office and state level.

Specific Duties & Responsibilities

  • Provide oversight for the regular data collection across implementing entities and ensure the quality of the data by random verifications and validations while preserving data in a safe and accessible way
  • Provision of technical support on SI and evidence-based recommendations to the relevant program team and stakeholders.
  • Supervise the implementation of SI field activities and ensure they adhere to CIHP, GON and USG Monitoring and Evaluation system.
  • Coordinate, collate and review SI narrative report on monthly and quarterly basis
  • Support processes to ensure complete health sector and non-health data reflects 100% on all reporting platforms
  • Support processes to improve state level reporting of data and promote data use across thematic areas including recency and self-testing across the program.
  • Support surveillance and quality improvement activities in collaboration with CO evaluation team
  • Coordinate and engage supported entities and state stakeholders to collect data against agreed indicators in line with GON and USG requirements
  • Provide oversight and support for use of program Monitoring and Evaluation tools across all supported entities.
  • Coordinate validation processes and conduct completeness, consistency and accuracy checks on all data including EMR extracts before upload and submission to USG/CDC/PEPFAR DATIM/DHIS, NDR and SHIELD portal on a quarterly, semiannual and annual reporting cycles for assigned supported entities.
  • Serve as the interface and support point of contact for external M and E activities by Donor and GON
  • Identification of capacity building needs for the state SI teams and facilitate related processes to ensure systems are optimized for proper reporting of services
  • Perform any other duties assigned.

Qualifications & Experience

  • Minimum of a University Degree Business, Social Sciences, Natural Sciences, Computer science, Public Administration or any related field
  • 4 to 5 years’ experience in reporting position with Local or International NGOs; preferably in Care and treatment of HIV/AIDS.
  • Knowledge of MS Word, Excel, Power Point and Access required;
  • Knowledge and Experience reporting of MER indicators.
  • Demonstrated ability to work cooperatively as a member of a team and lead;
  • Ability to analyze and interpret large amount of information;
  • Excellent communication and interpersonal skills.
  • Master’s Degree in Epidemiology, Biostatistics, Public Health, International Health Management, Big Data science, Computer Science will be an advantage.

  • Provide oversight for regular data profiling across reporting platforms and ensure the quality of reported data through data matching activities.
  • Lead provision of gap analysis update on SI and evidence-based recommendations to the relevant program team and stakeholders across the states.
  • Supervise the implementation of SI DQA activities and ensure they adhere to CIHP, GON and USG Monitoring and Evaluation standards.
  • Serve as the interface and point of contact for external Data Quality Assurance exercises by Donor and GON
  • Lead identification of capacity building needs on reporting for the state SI teams and facilitate related processes to ensure systems are optimized
  • Support processes to ensure complete treatment and non-treatment data reflects 100% on the NDR per time.
  • Support engagement with state officials to improve state level reporting of data and promote data use.
  • Support the coordination of surveillance activities in the state in collaboration with CO surveillance team
  • Coordinate and engage supported entities and state stakeholders to collect data against agreed indicators in line with GON and USG requirements
  • Provide oversight and support for designing and reporting methodology of revised indicators.
  • Lead DQA activities and provide comprehensive report to facilitate for improved reporting on USG / CDC / PEPFAR DATIM / DHIS, NDR and related internal data repositories on a quarterly, semiannual and annual reporting cycles for assigned supported entities.
  • Perform any other duties assigned.

Qualifications & Experience

  • Minimum of a University Degree Business, Social Sciences, Natural Sciences, Computer Science, Public Administration or any related field
  • A minimum 4 to 5 years’ experience in reporting position with Local or International NGOs; preferably in Care and treatment

Duties and Responsibilities

  • Partner with the Leadership team to understand and execute the organizations human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention and succession planning.
  • Manage the talent acquisition process, including recruitment, interviewing and hiring of staff particularly for managerial and professional roles.
  • Collaborate with leadership/departmental managers to understand skills and competencies required for a job opening. Develop the recruitment process flow timely; from identification of a vacancy to the filling of that vacancy.
  • Advise the leadership team on relevant tools to support the effective delivery of HR services and processes within the organization.
  • Oversee employee disciplinary meetings, terminations and investigations.
  • Maintain knowledge of trends, best practices, regulatory changes and new technologies in human resources, talent management and employment law and advise management accordingly.
  • Advice the management team on leadership and HR issues including application of HR policies and processes, restructuring, training, people management, career development and handling complex employee issues.
  • Manage HR staff to ensure a high level of competence, customer service and confidentiality is maintained.
  • Apply professional HR practices and regulations to existing and new programs.
  • Support new and existing programs with HR metrics and analysis.
  • Study and analyze market and data trends and use generated information to formulate, implement, document, and evaluate processes, systems or programs.
  • Support the effective implementation of all employee welfare schemes including the Staff Group Life Assurance Scheme, the Health Insurance scheme and the Pension scheme.
  • Liaise closely with benefits and pension administrators on behalf of management.
  • Contribute to the development and editing of HR policies and procedures.
  • Ensure day-to-day operations of HR-related functions are addressed in a timely, efficient, and proactive manner.
  • Provide regular briefings to leadership on HR matters, including the status of recruitment, training, leave balances, etc.
  • Develop training materials and performance management programs to help ensure employees understand their job responsibilities.

  • Provide specialist employee relations advice and guidance with particular respect to disciplinary, grievance and absence, to ensure acceptable levels of individual employee performance.

Qualifications and Requirements

  • Bachelor’s Degree in Business Administration, Social Sciences or its recognized equivalent with 7 – 9 years of relevant experience Or M.S / MA Degree in Business Administration, Social Sciences or its recognized equivalent, and 5 – 7 years relevant experience.
  • Demonstrated success in multicultural environments is required.
  • Certified member of Chartered Institute of Personnel Management of related body is an advantage.
  • Minimum of 3 years of human resource management experience preferred.
