Job Description

• These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

• If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate WASH officer to join our team in Monguno, Borno State. You will be responsible to provide support to the Project Coordinator-WASH in all aspects of NRC WASH programs planning, implementation, monitoring and evaluation in Monguno, Borno state.

Responsibilities

• Adherence to NRC policies, tools, handbooks and guidelines, policies and procedures and other NRC tools and handbooks;
• Coordinate the WASH activities according to strategy, proposals, budgets and plans;
• Assist the WASH Project Coordinator in all aspects of WASH programs planning, implementation, monitoring and evaluation;
• Develop technical specifications and bills of quantities (BOQ) for works;
• Assess the wash training needs of the community base workers and assists in the development of appropriate training materials and plans;
• Conducts water quality testing and sanitary inspection at water points;
• Provides technical supports to WASH Assistants and  local counterparts on issues of WASH information and communication strategies;
• Assists in the establishment, and training of water point committees as well as monitoring their performance;
• Assists in the compilation of weekly and monthly wash reports, program documents, project proposals, and budgets;
• Ensure adherence to NRC policies and donor requirements;
• Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures.

Qualifications

• B.Sc / HND in Civil or Water Engineering, Geology, Hydrology or any other relevant field
• Minimum of 3 years’ experience from working with wash projects in a humanitarian/recovery context.
• Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
• Previous 2 years work experience in community-based Water and Sanitation programs in similar postion; Work experience with an INGO is desirable
• Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols
• Familiarity with international minimum standards of Water and Sanitation delivery (i.e., SPHERE) is an advantage
• Excellent communication skills – written and spoken – in English required.
• Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred) is desirable.
• Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts.
• Computer literacy in word processing and spreadsheets is required,
• Familiarity with AutoCAD, GPS, Arc Gis and Google Earth is strongly desirable

What will you do:

Based in Monguno, the Monitoring and Evaluation (M&E) Officer is responsible for:

• Supporting data collection and the implementation/use of quality checklists (WASH, Food Security and Livelihoods, Education, Shelter, Information Counselling and Legal Assistance, Camp management) at the activity level.
• The position also serves as a supervisor for enumerators when needed.
• The incumbent will provide support in analyzing raw data from assessments, quality checklists, reporting and providing direct support to the technical M&E officer.
• The position will support the technical M&E officer and the Area Manager in improving programming and organizational learning for the Area Office North.

What you will bring:

• At least 1-2 years experience in an international NGO preferably in an emergency or post-conflict setting.
• Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.

Job Title: Protection Sector Co-Coordinator

Responsibilities
What you will do:

• The Protection Cluster Co-Coordinator is responsible to ensuring the coordination of the National Protection Cluster in Nigeria together with the UNHCR (UN High Commissioner for Refugees) Protection Cluster Coordinator, and the rest of the Protection Cluster Coordination and Co-Coordination team.
• The co-Coordinator will actively work with the Cluster Coordination/Co-Coordination team and Protection partners. S/he will represent the cluster in coordination for a and with key stakeholders, support the design and implementation of country level strategies and humanitarian funding processes (e.g. Protection Cluster strategy, HNO(Humanitarian Needs Overview)/HRP(Humanitarian Response Plan), SSHF (South Soudan Humanitarian Fund/CERF (Central Emergency Response Fund), HCT(Humanitarian Coordination Team) Centrality of Protection Strategy). S/he will also ensure that an appropriate Protection Information Management system is in place, facilitate effective information sharing for context analysis, coordination and advocacy, as well as provide support and guidance to the field cluster, focal points and partners on effective response coordination and technical issues.
• The Protection Sector Co-Coordinator will work in partnership with the Senior Protection Sector Coordinator from UNHCR, as the Sector Lead Agency, to provide leadership and facilitate sectoral processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective protection response within the BAY States of North-East Nigeria.
• S/he will represent the cluster in coordination fora and with key stakeholders, support the design and implementation of country level strategies and humanitarian funding processes (e.g., Protection Cluster strategy, HNO/HRP, SSHF/CERF, HCT Centrality of Protection Strategy).
• The co-Coordinator will have a specific responsibility to ensure that the Protection Sector North-East Nigeria is informed by NGO perspectives, including, importantly, that of local partners.
• The co-Coordinator will also be responsible for ensuring that the NGO membership is contributing to and sharing Protection Sector responsibilities and will play a lead role in developing the active engagement and technical capacity of members of the Protection Sector North-East Nigeria. S/he will ensure the following expected results:
• NGOs’ concerns and priorities are adequately brought up to Protection Sector Coordination Team,
• Protection stakeholders are actively participating in Protection Sector activities,
• Protection inter-sectoral and/or multi-sectoral coordination effectiveness is reinforced and,
• Protection Sector coordination and NGO-government relations are strengthened at LGA and state levels.
• Facilitate and co-chair meetings of the national Protection Cluster with the UNHCR Cluster Coordinator, ensuring key and needed information is shared in a timely and accurate manner
• Ensure effective coordination ofthe protection response in Nigeria
• Ensure information exchange with Protection Cluster partners and other relevant stakeholders related to protection issues, situation analysis, gaps, planning, funding processes etc…
• Represent the Protection Cluster and the interests of its partners to government, donors, inter-cluster, stakeholders, and other fora
• Provide practical support and guidance to cluster partners on needs assessments, coordination, project development and implementation, and utilization of funding opportunities
• Provide capacity-building to cluster partners and relevant counterparts such as other cluster partners, UN Mission, or government actors
• Build the capacity of partners, design technical tools, guidance and facilitate trainings and workshops.

Qualifications

• Post graduate Degree in International Law, Political sciences, or related field
• Minimum of 5 years’ experience working on protection related issues in humanitarian emergencies, including inter-agency work and provision of technical advice to field teams
• Exceptional understanding of protection issues in emergency and displacement situations, detailed knowledge of humanitarian principles, guidelines for humanitarian assistance, and relevant international legal frameworks

Job Title: Risk and Compliance Manager Nigeria (Nationals Only)

Background

• Aiming at strengthening the organization’s risk management capacity, in 2019 NRC decided to establish a Risk Management and Compliance (R&C) function across the organisation. This function is responsible for:
  • Enabling NRC to manage risks by supporting  organizational efforts to identify, assess, prepare for and respond to risks;
  • Fostering a risk management culture by institutionalizing processes and systems that embed risk management into operations and build capacity and awareness on risk throughout NRC;
  • Improving organizational effectiveness by streamlining compliance practices and enabling better prioritization of support resources to highest-risk issues
• At Country Office (CO) level, the R&C function has been tasked with supporting risk owners, across both Programmes and Support functions, in their efforts to manage risks, providing assurance to the Country Management Group (CMG) on CO compliance within high risk areas/issues, promoting a risk management culture in the CO through training and communication, ensuring CO’s compliance with standards and regulations that fall outside the scope of existing CO functions (Protection from Sexual Exploitation and Abuse (PSEA), Data Protection (DPR), Code of Conduct, Securing Supporting Documentation, COTER and sanctions) and ensuring that complaints from external and internal stake holders are properly handled and responded to.
• In the Nigeria CO the Risk and Compliance Manager will work to support both Programme and Support Departments in managing high risk areas that fall under R&C responsibilities, as well as high risk areas under all departments. This function will aim to decrease risks within the organisation to ensure delivery of programme objectives in a compliant, timely, and accountable manner.  The ideal candidate will have broad experience across both Programming and Support functions, and will be open, flexible, and have the ability to build strong relationships.
• As a consultative member of the CMG and the leader of the risk and compliance function in the CO, the Risk and Compliance Manager is responsible for: leading the CO’s efforts to effectively manage risks; promoting a risk management culture; ensuring the CO’s compliance within high-risk areas and with regulations not specific to a given function (i.e. SSD, COTER, sanctions); and responding to any issues or questions that arise relating to the CO’s work on PSEA, DPR, legal, Code of Conduct and complaints management.

Role and responsibilities
Some of the roles and responsibilities include:

• Support the CMG and the Country Director (CD) by ensuring:
• That risks in the CO’s operations are identified, assessed and controlled effectively; and
• CO’s compliance within high-risk areas/issues, by:
  • Identifying such high-risk areas/issues;
  • Conducting regular compliance checks on the said areas/issues (e.g. spot checks);
  • Reporting regularly to the CD and the CMG on compliance issues; and
  • Leading the implementation of compliance improvement measures throughout the CO.
• Ensure that risk management and compliance related CO registers, namely the CO Risk Register, Waiver Register, Recommendations Tracker and Standards Operating Procedures (SOPs) Register are complete and up to date.
• Support Management to oversee internal controls in place, effectively work and ensure NRCs policies and donor regulations are being followed across the country program, including by all program departments, support functions, partners etc.;
• Support Management in the Risk Management process, including regular trainings, updating the Risk Register, working with Risk Owners to develop and track mitigation measures, escalating ‘high’ risks, as necessary.
• Work as a focal person for Securing Supporting Document Initiatives (SSDI) in the country programme, which includes supporting archiving electronic documentation and supporting the reconciliation of finance reports and programmatic deliverables;
• Work, when assigned, as Audit focal point – which includes creating timeline and filing structure, communication with auditors, and liaising with departmental focal points;
• Work in collaboration with Support function managers on follow up of compliance to local laws e.g local Tax law, labor law both at federal and state level for different offices.
• Complete spot checks on high risk issues under R&C function (ex: COTER, data protection, anti-corruption and PSEA, etc.), as well as supporting on spot checks on high risk issues within other departments, in coordination with the department heads. Reports outlining high risk issues will be provided to CMG, including providing recommendations related to NRC policies and procedures;
• Develop and roll out a Recommendations Tracker of internal and external recommendations (ex: from audit reports, investigations, evaluations, missions, etc.) and work with department heads to monitor follow up of recommendations;
• Serve as a support function to both Support Departments and Programme Department to ensure compliance across high risk areas to NRC policies and procedures to ensure delivery of project activities.
• In coordination with line manager, carry out trainings & refreshers for staff, Partners etc. about different NRC policies for example NRC Anti-Corruption policy, Securing Supporting Documentation Initiatives (SSDI), Compliance Awareness etc.

Requirements
Professional Competencies:

• Bachelor’s Degree.
• Minimum of 3 years experience from working as a manager in compliance, auditing or risk management functions or from working as senior manager in the humanitarian sector. Relevant experience could include work in programme delivery, grants management, partnerships, audits, etc.
• Knowledge and skills in the international regulatory context applicable for INGOs
• Knowledge and skills in any of the following: safeguarding, accountability to affected populations or Code of Conduct related matters
• Fluency in English, both written and verbal
• Valid driver’s license
• Strong understanding of humanitarian operations especially in North East Nigeria
• Excellent analytical & negotiation skills
• Fluency in local working language (if necessary)
• Knowledge and experience to work on web based accounting & other system e.g Unit4, MS Office including word, excel, office 365 etc
